Use the Last Seen: to find them. Your target does not have to be incapacitated or laying down like surgery but must be stationary for the channel time so it may be easier to stun them for three or more seconds (two uses of your flash is good enough) to keep them down. Then, as previously mentioned, attack them with your PDA to automatically snatch their limb. So simple! Unobservant or pre-occupied players might not even notice their limb is missing, for stealth use crowds to make it hard for them to identify you as the thief. If you're feeling kind, you could also attach a new limb, but nobody's going to judge you if you don't.

If you lack any of those, at least remember that the PDA accepts heirloom/trinket Captain's hats too.
