Before you can enter the AI Upload, you must go through the AI Upload Foyer above the Net Café. (Assuming you don't just break the walls, of course.) Once you pass the airbridge, which is controlled by special, fancy computers in here and the Net Café, you'll find a comfortable little alcove with a few things that'll help you review what laws you'll give the AI and Cyborgs in the next room.
First, there's a water tank. Take a paper cuppa from it for a nice refreshing drink of water that'll sooth your mind and cleanse your body. Second, there's turret deactivation control dongle near the blue door into the upload. If you swipe a Heads of Staff or equivalent ID on it, you can deactivate the upload turrets, so you won't get shot in face by four taser shots simultaneously when you enter. Finally, there's some shrubs. If you shake it, you might get a neat item out of it. It might be lucky!

The APC for this area is on the right wall, by the shrub and airbridge computer.
This area gets power from a wire on a strip of flooring in Space just outside this area, visible on the right of the image.

As its name suggests, the AI Upload Foyer links AI Upload and Computer Core together like a good rug and connects both of these areas to rest of the station. The main entrance is opposite the Main Hangar/Pod Bay, but it and the actual foyer area are separated by an airbridge, which is controlled by a special computer on both sides.
Once you cross the airbridge the actual foyer, you'll find three doors. One of the blue doors goes into the AI Upload, and, by proxy, the AI Chamber. The other blue one goes into a green room, the Computer Core. Finally, the yellow engineering one goes into a dark, grey room with a cyborg docking station and a SMES unit for the general area.
Both the actual foyer and entrance have intercoms tuned to the AI's private channel. Turn its mic on, and you'll be able to talk over it. You might use it to ask the AI to raise/lower the airbridge. Or to discuss a law you'd like to give them. Or maybe, just tell them a funny joke you heard.

The APC for this area is in the bottom left corner of the actual foyer, nearest to the door into the Computer Core.
The power for this room comes from a wire that runs under the yellow engineering airlock.
On the NSS Manta, the "buffer between the AI Upload and rest of the station" function of the AI Upload Foyer has been taken on by the ship's two AI Module Storage rooms.
