By default, only people with Chemical Lab access can use it, which includes science personnel like the Research Director, Scientists, and Research Trainees, as well as the Head of Security, Security Officers, the Head of Personnel, and, of course, the Captain. When hacked, it can also provide street stimulant pills, ???/"cyberpunk" drugs filled with all sorts of adulterants, and a bottle of nasty poison.

Currently, this is only found on Atlas.
