It's still imitating the PUBG guy like the previous one, but a few things have changed. Humans and several clothing items got resprited on April 20th, 2021, so of course everything about this, from the thunderdome helmet to the fingerless gloves, looks different. But it's not just the sprites; he's wearing a slightly different outfit too. Black pants with black tie now; that wasn't around the time the previous was made. They're wearing a security belt instead of a utility one, and he's got a gyrojet pistol instead of a generic gun.
64x64 means it's 64 pixels tall by 64 wide. This is the typical format for character sprites, which are used for job pages and the like.
