The ability icon for the Grinch ability Vandalize. Among other things, this sets the Spacemas (or Christmas if you prefer to keep Chris and Mr. T in Christmas) tree on fire, which is shown on the ability.
64x64 means it's 64 pixels wide by 64 pixels tall. The game store ability icons in 32x32, but this one has been enlarged for finer detail.
