It's a pair of standard-strength cyborg legs. In-game, legs are made separately, but both legs are being shown in one image for convenience. Not meant to represent what they look like on a cyborg (or a human, since these are meat-bag compatible), though it is reasonably similar.
32x32 means it's 32 pixels tall by 32 pixels wide. Good in a bullet list, especially with other 32x32 sprites.
New sprite by Flaborized! As with most of the resprited cyborg parts, the new sprite takes on a more blue-grey, and there are some dangling parts at one end to denote these socket into something. Same general design, but the whole part is longer, the foot is wider, and the bands on the legs are wide apart.
