The original inventory/item sprite for VR goggles. Originally, all VR goggles used the same sprite, so this could be for the "arcadevr" simulation, the "det_net", etc. VR goggles actually have a little animation (the lights inside the lenses swirl around), but this specific image is not animated. It's basically File:VRGogglesV1.gif but without animation.
This sprite has since been replaced and is no longer in use. Most VR goggles have their own sprites now, but the "generic" sprite is File:VRGogglesV2.gif.
Who made this sprite? That is yet to be certain.
