This appeared around the same time Manta's Sea Turtle was released, so it's possible it was made by the mapmaker (Azungar), but he also had a horrible tendency to pass off other people's sprites as his own and not give people proper credit, so that doesn't...)

Rastafarians don't have uniforms (though there is a dress code for women), but this outfit is something that they would likely wear. As the description points out, this is inspired by the colors of the Ethiopian flag, so you could also pretend this is an Ethiopian shirt (or really any country with green, yellow, and red, since this lacks the star emblem used on the current flag or the lion used on the Kin...)
