A WH40K commissar, I mean, a Syndicate commander in charge of a team of nuclear operatives. Easily identifiable by their distinct overcoat and hat, which makes everyone bald for some reason.
Has everyone ever noticed how this guy is a reference to Imperial commissars from Warhammer 40000, who tend to attract a lot of friendly fire, and leads a group of nuclear operatives, who have a bad history of friendly fire? It's kinda clever.
