Summary
The sprite for the "Hadar heavy power-sword" from the Nuclear Operative Knight loadout, specifically 1) when it's in the swipe (or sweep if you prefer), which is the one that goes wide and 2) when it has reached 90+% of its maximum damage potential, which is called "high mode" and "stage three" in the code.
64x32 means the file's 64 pixels wide by 32 tall. This might look a little weird next to smaller sprites.
Sprite by MylieDaniels. Now there are different sprites for different levels of damage. Getting it this high is an impressive feat, so the sprite is pretty impressive too.
