Summary
The item/inventory sprite for the hunter cloaking device, in its on state. You can tell it's on because lights are blinking and stuff. That's the universal symbol for things being on.
32x32 means the file is 32 pixels tall by 32 pixels wide. So use it with other 32x32 images for neatness!
Sprite by Flaborized! Previously, hunters just used the regular Syndicate cloaking device, so I guess by some measures this is the third iteration of the sprite for their cloak, but it's also a new item, so there's a case for no version numbers just yet.
