The basic format for this template is:

Where reason is, obviously, why the page is under construction and needs to be added to be complete. For example:

By default, if you leave out the reason, (so just {{Wip}}), like with the previous iteration, the reason is just a warning, specifically: "Since this article is not complete, expect it to cut off abruptly or not contain all of the information you expected.
