This is the original sprite for the hotdog bomb (when it's not armed). That's a bomb used by Syndicate kitchen personnel that, when detonated, forces everyone in the vicinity to wear hotdog costumes they can't take off.
This item has since been resprited. The next iteration of this sprite is at File:HotdogBombV2.png.
Who made this sprite? That is yet to be determined. It's a very basic sprite, so it might have been made by the person who added it, Flourish.`
