64x64 means it's 64 pixels tall and 64 wide. Files like these are either ability icons or character sprites, with the latter often meant for the Jobs page and the like. This one, though, is meant for Nuclear Operative's gallery of operative outfits.

Finally made a dedicated image for festive nukeops rather than rehashing the Santa Claus one. Look at this guy, dual-wielding revolvers like an Arctic cowboy. That's kinda funny, because the Arctic is a desert too, you know? Also, it's a little hard to see, but he's a revolver belt on him, with a third revolver inside, and you might be able to tell, but he also has a red jetpack. For certain, he has a spooky SWAT mask instead of a silly breath mask.
