It's a pair of standard cyborg arms, which are just called "cyborg arms" in-game. Arms are made separately rather than in pairs, so this is less an in-game sprite and more two sprites combined together into a composite image.
32x32 means it's 32 pixels tall by 32 pixels wide. Good in a bullet list, especially with other 32x32 sprites.
New sprite by Flaborized! Almost the exact same design if you look closely enough, but it's been shaded more towards blue-grey now, and there's a few extra pixels at the ends to convey that they're supposed to socket into something.
