Summary
It's the sprite for the engineering specialist manufacturer, a machine that makes yellow tools, boards for the interdictor, PTL mirrors and splitters, and other stuff. "Engineering" is modifying "manufacturer" here; this thing isn't popping out aerospace engineers or anything.
The engineering specialist manufacturer actually has its own sort of idle animation, where the green light blinks on and off. This image shows it with the light off. It would probably be more accurate to use the animated version, but all the other manufacturer/fabricator images use non-animated images, so we're using this image for consistency. Maybe one day we can switch it.
