It's screenshot of one example of a Conspirator. Conspirators don't get unique gear like Nuclear Operatives do, so this depiction is a little fanciful. Not every Conspirator wears dungeon-master robes and dress-shoes, namely. Not every one is a roach either.
We're at V2 because this is from just a few days after the human resprite of April 20th, 2021, when roachpeople, dungeonmaster robes, and many other things got new sprites. One interesting change is that the robe actually darkens your face instead of just being pitchblack so you can make up some features through the hood.
64x64 means it's 64 pixels wide by 64 tall. That's the typical format for character sprites like these, which are used on the Jobs page and the like.
