Summary
It's the inventory/item sprite for a omega weed leaf, which in-game is labeled "glowing cannabis leaf", because, you know, it's glowing pretty brightly. There's a whole lot of weird stuff in here, careful with smoking these.
This file is actually an animated PNG (APNG). Normally, we use gif for animations, but it has its shortcomings in this case. The omega weed animation has frames with partially transparent pixels, (in-fact, the previous animation did too) which the gif file format doesn't support. Thankfully, the APNG format does support it.
New sprite by Shiiba. Since regular cannabis got resprited, this one had to be changed too. It still uses a slightly lighter green than the one used by the base cannabis sprite, and it still has transparent green pixels for the glow, but the exact palette of transparent green has been tweaked, and one frame is now solid green.
